Your needs will determine what type of motorcycle boots would be best for your type of riding. For most touring needs you'll be looking for comfort. Some of the latest styles are made from textiles that are waterproof, warm, comfortable and durable. They're also light weight when comparing them to the leather boots many of us usually wear. They can be expensive though and you can pay over $200.00 for a pair of top of the line touring boots. Let's look at some alternatives.
If you are looking for something that is light weight and waterproof and provides lots of support, I would suggest a good hiking boot that's up over the ankles. I've used them for years and they have been great. Try to find some that have soles which are oil resistant since you could find oil and grease at intersections. A good sturdy boot will have double stitching around the sole and sturdy leather uppers. If they lace up, make sure to have the correct length lace or double tie them so there is not a lot of extra lacing dangling around to get caught on the bike.
Women, make sure you buy women's motorcycle boots or hiking boots as described above. Wearing men's boots will just fit wrong in most cases and make things very uncomfortable. With the number of women riders today there are a wide variety of boots for women and you should have no trouble getting something that fits and looks good. Passengers on bikes, be it men or women, should follow the same ideas here. Just because you are a passenger doesn't mean you should jump into some sandals or sneakers to ride. If you should go down, or have to put a foot down, you can tear up your feet real easily.
If you are looking for good quality high end touring motorcycle boots, then you will want to make sure the boot seals well. Most boots are a lace up with a flap that covers over the lacing and Velcro's closed. They come up high over the ankle to provide support. Check for a good comfortable lining inside, there should be no seems that may hurt your feet. Some will come with reflective material on the outside which is always a plus. And again you want to make sure the boot is oil and grease resistant.
When it comes down to it, a good sturdy boot that's waterproof and supports well is all you need. If you want to get into the high end fancy boots then just make sure you look them over good and make sure they are well constructed.
